Ranger station - all three buildings can rise and fall on their stilts, as tides rise and fall. One reason Tubbataha is so pristine is that the penalty for anyone caught fishing in the Park is 5 years in prison (vs. 3 years in prison for other Philippine Marine Parks). This Park is the crown jewel in the nation's marine parks - it's even pictured on some of their currency. It certainly shows what active enforcement can do.
