What a mess! By mid-morning each day, at least 60-80 boats had arrived, most of them jammed full of tourists with rented fins and life preservers. Having promised their passengers at least one whale shark "encounter," these boats would maneuver right next to sharks and drop their snorkelers. Within an hour of arriving, having given all their customers what was promised, they would head back to Isla Mujeres.
